Staged residential estates, where the price usually rests on how well the bill of quantities matches the drawings.

The job
Water and sewer reticulation for two stages of a greenfield estate, to the WSA water and sewer codes, under a regional council rather than Sydney Water. Four separate estimates: water and sewer for each stage.
What we found
We rebuilt the sewer lengths from the pit schedule coordinates and checked them against the long section chainages. Stage one matched the bill of quantities almost to the metre. Stage two did not: about 673 m of sewer against 507 m in the bill. The gap was one whole sewer line, left out. The pit schedule also showed 20 new manholes and 7 connections to existing manholes, against 17 and 6 in the bill. The water main material was described three different ways across the drawing notes, the pipe labels and the two bills, on roughly a kilometre of pipe. Rock was a provisional item with no quantity, and there was no geotechnical report in the pack, with sewer running to about 4 m deep.
What it meant
Priced off the bill alone, stage two would have been short by a full sewer line and three manholes. We priced to the drawings, set out each discrepancy for the client to raise before close, and carried rock as an extra-over rate rather than a guess.

What we caught

A high-pressure gas main running through one estate. Work near it follows a coordination plan, which has to be allowed for in method and productivity along that length.

Council water main renewals across six streets in small country towns

The job
A council tender under MW21 conditions to renew water mains in six separate streets across the region, with the council's geotechnical report and a licence covering work inside a rail corridor.
What we found
Six streets meant six different jobs: different lengths, ground, services and traffic. One section sat inside a rail corridor, which brings its own access conditions and approvals from the rail authority. Treating it as one lump would have hidden where the money sat.
What it meant
We priced each street as its own estimate, so the contractor could see the cost of every street separately, check it against the council's schedule, and decide where to sharpen and where to hold.

What we caught

The costs that sit outside the pipe: Sydney Water's cut-in and connection charges, invoiced separately at the end, and the deed poll and inspection plan needed before the design is released for construction.

What we caught

A rate on its own invites argument later. Rates were built from first principles, and for one panel we wrote a basis of pricing: what every rate includes, what it excludes, and the conditions it holds under.

A sewer extension where most of the pipe goes under the ground, not in a trench

The job
Sewer and water lead-in works to service a future subdivision: a temporary access road, about 310 m of sewer main and a water main extension, with the two delivered together.
What we found
Around 263 m of the 310 m of sewer was to be underbored. That moves most of the price out of open-cut trenching and into specialist subcontract work: in the finished estimate, subcontract made up close to 60% of the cost. On a job shaped like that, the estimate is only as good as the subcontract prices behind it. We collected four separate shoring quotes, worked from the geotechnical report and bore logs, and priced the open-cut sections from first principles around them.
What it meant
The contractor went in knowing exactly which part of the price was their own work and which part rested on subcontractors, with the shoring levelled across four quotes rather than one.

What we caught

Testing is a real cost line: the design calls for compaction tests at set spacings in both the pipe embedment and every trench fill layer. We also raised RFIs on the design before pricing it.

What we caught

Tier-one site costs that a smaller contractor can miss: worker and plant registrations on the project's safety systems, GPS tracking for plant and people, and electronic dockets, all written into the scope as the contractor's cost.

Each site had its own layout, access and existing services, so each was priced on its own rather than copied from the first.
